The finest hardest stones don't really absorb much water at all, so they don't need soaking.
They do need water, of course, but just dribbling some on the surface at the time you start to use it should be enough. Dribble a bit of water on, use a nagura to make some mud, and start sharpening. Because the stone is so hard, the water doesn't soak down inside, and you can usually finish the job without needing to add more water. But if it does start to dry up, just dribble a bit more on ...
The only stones that really need pre-soaking are those that are soft, and which absorb water like a sponge ... 400 grit ... 800, 1200 ...
