The nori that comes in the yellow tube which is pre-mixed does that need to be diluted or is it used as is?

When used for actual 'pasting' - as when putting the hanshita on the block - it's fine straight from the tube, but for brushing out pigment over the block, it needs to be diluted with water ... sometimes quite a lot.
