Not quite ... This is the tool called variously 'tokibo' and 'hakobi'. It sits in the pigment bowl, and is used to transfer a dollop of pigment over to the block. It is customary for the printer to give it a 'swish' in the bowl each time it is used, to keep the pigment from settling, and this is perhaps where the idea of it being an 'agitator' came from ...
